The Sakai City Hall Observation Lobby is on the top floor (21st floor, about 80 meters high) of the Sakai City Hall High-Rise Building. It is a free viewpoint where you can see the Daisen Kofun (Nintoku Emperor’s Tomb), one component of the UNESCO World Heritage “Mozu-Furuichi Kofun Group,” from an elevated, diagonal angle. Nintoku Emperor’s Tomb is often counted among the world’s three great burial mounds along with the Pyramid of Khufu in Egypt and the Mausoleum of the First Qin Emperor in China. It is Japan’s largest keyhole-shaped burial mound, measuring about 486 meters in length. From the observation lobby during the day, you can overlook the tomb and the cityscape of Sakai, and also see Mt. Rokko, Abeno Harukas, and mountains such as Ikoma and Kongo. Because it stays open until 21:00, it can also be a good place for night views. It is less well known than Osaka’s central observation spots, so you can enjoy the scenery more leisurely. At night, you can see sights such as the orange glow of the Hanshin Expressway Sakai Route and the nightscape of Osaka Nanko (South Port). Normally you can enjoy a 360-degree view, but as of November 2020 the northwest side was closed, and there was no clear timeline for the café corner to reopen. Around the nearest station, Nankai Koya Line Sakaihigashi Station, there are also places open late, so you might stop by on your way back.
