Higashi Osaka City Hall Viewing Lobby

The Higashiosaka City Hall Observation Lobby is located on the 22nd floor of Higashiosaka City Hall, which was newly completed in 2003. From a height of 100 meters above ground, it offers sweeping views of Osaka’s nightscape and has been recognized as a Japan Night View Heritage site. The lobby is open from 9:00 to 23:00, which is unusually late for a public observation space. It is also easy to access: about a 5-minute walk from Aramoto Station (Exit 1) on the Kintetsu Keihanna Line. If arriving by car, you can use the on-site parking (219 spaces; 150 yen per 30 minutes). Because you can see night views in all directions, you can enjoy lights such as Osaka’s symbol Tsutenkaku, the city lights of central Osaka, and even the illumination from Ikoma Sanjo Amusement Park. The “Sky Lounge 22” inside the observation area also operates at night, allowing visitors to enjoy a variety of dishes. Admission is free, and many people visit throughout the day—not only for the night view. To reach the 22nd-floor lobby, take either the high-rise elevator on the east side of the building or Elevator No. 8 in the northeast area.
